A qualitative research method was used, including document research, in-depth interviews, and focus group discussions. The findings showed that a combination of factors such as the economy, political system, society, governance, education, labour market, information technology, and the outbreak of the coronavirus disease (Covid-19) have affected and changed the way people live their lives, against the backdrop of an ageing society. The age of emancipation is an important factor in the evolution of human resources. The Civil and Commercial Code states that ‘A person, on completion of twenty years of age ceases to be a minor and becomes sui juris’, whereas, a person on completion of eighteen years of age has the right to vote, serve in the civil service, and obtain a driving license. Many developed countries have reduced the age of emancipation to the completion of eighteen years of age, relative to the contexts of the economy and society. This research proposed to amend the age of emancipation to a completion of eighteen years, to expand the rights and duties of individuals, and to prepare for the eventual replacement of the labour force in Thailand’s ageing society.
