ง บทคัดย่อภาษาอังกฤษ Abstract Thesis Title : Innovation in Sustainable Traditional Fishery Management Student's Name : Police Sergeant NATTAPHONG KHONGYANG Advisory Committee : Professor Dr. KORAKOD TONGKACHOK Degree and Program : Master of Laws in Laws Academic Year : 2022 The objectives of this research were to study the laws, processes, and management mechanisms leading to legal changes in the management of local fishery resources. A qualitative research method was used for this research, including document research, in-depth interviews, focus group discussions, and focus group interviews. The research found that there were disputes over marine resources in local fisheries, the use of public spaces, a lack of government and private sector cooperation with local communities, and the use of illegal fishery equipment. This resulted in local fishery groups and communities agreeing on the prevention of disputes regarding marine resource profiteering, and cooperation towards environmental conservation. However, the agreements do not have legal status, therefore, the groups proposed legal amendments to manage local marine resources for fisheries, by drafting an ordinance regarding the management of sustainable local fishery resources. This draft was divided into 5 sections, consisting of 23 regulations. The groups also proposed to amend the municipal act B.E.2496 (1953) by adding article 50/1 to the sub-district municipality, article 53/1 to the city council, and article 56/1 to the municipality, to give local governments the authority to manage local fishery resources. It was also proposed to amend the penalties in the municipality act B.C.2496 (1953) by adding article 60, paragraph 2. Furthermore, article 71, paragraph 1 to the Subdistrict Council and Subdistrict Administrative Organization Act B.E.2537 (1994), was added in order to improve enforcement.
