จ บทคัดย่อภาษาอังกฤษ Abstract Independent study Title : Legal Study into Suitable Disciplinary Action at the Region 9 Police Sergeant Training Course Student's Name : Police Captain POORIWAJ KASEM Advisory Committee : Professor Dr. KORAKOD TONGKACHOK , Ph.D. Degree and Program : Master of Laws in Laws Academic Year : 2022 This research aimed to study problems regarding disciplinary action during the police sergeant training course at the Region 9 Provincial Training Centre, specifically disciplinary action which is too severe, and can result in violations of human rights. This research studied relevant concepts, theories, principles, and laws in order to create suitable procedures and methods for disciplinary action during the course. A qualitative research method was used, which included document research and in- depth interviews. The findings showed that the purpose of the police sergeant training course was to prepare police officers for stressful and risky situations they may encounter whilst performing their duties. These are extreme situations in which they will have to rely on both physical, and mental self-restraint. An essential factor in achieving self- restraint, is being exposed to disciplinary action during training, and applying the procedures for punishment in the event of code or command violations. These procedures were legally drafted according to law by the training centre. When a student police sergeant commits a disciplinary violation, they will be punished through disciplinary action, which aims to train both body and mind, alongside verbal reprimands, which are unique to police training. However, it appears that disciplinary action is not defined in writing. This can lead to abuse of power, and disproportionate punishment which exceeds authority.
