The research findings revealed that under the same legal measure enforcement, rubber farmers do not get equality when having different statuses as tenants and landlords, since the tenants have to follow the same principles in terms of leasing allowance with the landlords, because the tenant is not the property owner; only the one who has the right to occupy the land and the right to utilize the rented rubber plantation is equal to the right of the plantation owner. Nevertheless, when the tenants register to be rubber farmers under supervision of the Rubber Authority of Thailand, they should also get the legal right to replant. If the tenants cannot request legal allowance from the lessor, the law should then specify assisting guidelines for the tenants to get government assistance and support in terms of the Replanting Fund.
