Student's Name : Miss THARARIN NATWARITTHIPOKHIN Advisory Committee : Assistant Professor Dr. Jidapa Pronying Degree and Program : Master of Laws in Laws Academic Year : 2023 This research study aimed to investigate problems of livelihood rights protection of sea gypsies in southern Thailand, statelessness, and insecurity in livelihood protection rights of sea gypsies in southern Thailand using methodology procedures such as documentary analysis studying related concepts, theories, international and national laws, and in-depth interviews. The research findings revealed that the ethnic group of sea gypsies does not have Thai nationality, the right to have an identification card, ability to access the basic right of welfare from the government even though the Constitution of Thai Kingdom B.E. 2560 states that all people have equal rights and freedoms with no priority to any nationality or birthplace and protects ethnic groups. This is because the Nationality Act B.E. 2551 states the right of Thai nationality for all people born in Thailand but there is no clear statement about ethnic groups. Moreover, insecurity of accommodation causes statelessness as the sea gypsy people do not have licenses or documents to guarantee ownership, although some had lived there before the announcement relating to national parks was launched, and are fishermen who become unemployed after the National Act announced Lanta Island, Li Peh Island, and Surin Island to be designated as national parks, which they used to use for fishing. This caused a loss of income for themselves and their families.
