ฉ found that the former landlord could request a return, which was unfair. Moreover, the three-year expropriation request was too short; it is necessary to specify the new time length based on appropriateness in terms of the economy, society, and financial status of the landlord. It was suggested that the adjustment of the Immovable Property Expropriation Act B.E. 2562, Measure 52, should be conducted to give the former landlord the right to request a return if there is a purchasing agreement; Measures 53 and 67, the appropriate time duration for requesting a return legally; and Land Expropriation Decree B.E. 2564, Item 2, to establish fairness and protect the rights of the former landlord.
