ง บทคัดย่อภาษาอังกฤษ Abstract Thesis Title : Legal Development in Elderly Occupational Fund and Self-Reliance Student's Name : Miss PAWARISA PONKLA Advisory Committee : Assistant Professor Dr. Jidapa Pronying Degree and Program : Master of Laws in Laws Academic Year : 2023 This research aimed to examine the legal aspects of the occupational fund for the elderly, with a focus on promoting self-reliance. It delved into the determination of conditions for guarantors, the specification of loan repayment periods, and the accessibility of loans from senior citizen funds, all of which significantly impact the rights of the elderly in pursuing careers and achieving self-reliance. The research methodology was characterized as qualitative, encompassing document analysis, exploration of concepts and theories, and a thorough examination of relevant Thai, Japanese, Singaporean, and German laws. Additionally, in-depth interviews were conducted to facilitate a comprehensive analysis of the aforementioned issues. The research findings revealed that the establishment of conditions for guarantors, as delineated in Section 3(4) of the 2006 announcement by the Fund Executive Board of the Elderly Fund outlining criteria and conditions for financial support, poses a significant challenge and impediment for the elderly in their pursuit of loans for occupational funds. This condition mandates the presence of a guarantor, thereby presenting a notable obstacle to accessing the Elderly Fund. As for the issue concerning the repayment period to the Elderly Fund, as per Section 5(3) of the 2006 announcement by the Fund Executive Board outlining criteria and conditions for financial support, it is stipulated that funds must be returned within a three-year timeframe. This temporal constraint was deemed insufficient, given the unpredictability of future events, including the evolving economic landscape. Hence, there is a necessity to conduct an investigation into the optimal duration for the repayment of funds to the Elderly Fund. Concerning accessing the Elderly Fund, many elderly people, especially those living in rural areas, still don't know that they can borrow money for career-related activities, even though the government has set up a number of public relations channels to help inform the public. Recommendations are for refinement and modification, particularly regarding guarantees for procuring funds from the Elderly Fund to facilitate career pursuits, as outlined in Section 3(4) of the 2006 announcement by the Fund Executive Board detailing
