ง บทคัดย่อภาษาอังกฤษ Abstract Independent study Title : The Development of the Law on Local Government’s Pawnshop Student's Name : Mister BODIN PANURUENGRASAMI Advisory Committee : Professor Dr. KORAKOD TONGKACHOK Degree and Program : Master of Laws in Laws Academic Year : 2023 This research aims to scrutinize the governance structure and public services of pawnshops operated by local government organizations, assessing their suitability for prevailing economic conditions and alignment with the imperatives of the digital society. Furthermore, the study seeks to identify requisite measures to address the evolving needs of the populace. Employing a qualitative research methodology, the investigation incorporates an analysis of legal documents from both Thai and international jurisdictions, along with in-depth interviews. The research findings reveal that issues within local administrative organizations' pawnshops significantly impact the country's populace and disrupt the pawnshops' operations. Three critical challenges have been identified: firstly, the governance structure of pawnshops, which restricts the effective managerial authority granted to local government organizations, consequently impeding the advancement of these financial entities. Secondly, there are discrepancies in public services related to pawn transactions, including pawn acceptance, interest disbursement, and redemption practices, which do not align with the demands of the digital economy and society. Thirdly, the matter of public auctions conducted by pawnshops diverges from the lifestyle of individuals in the digital era. These challenges have tangible consequences for low-income individuals in the country seeking essential funds for livelihood, as well as adversely affecting local small businesses dependent on operational capital. This research proposes proactive measures to enhance and amend the existing legal framework, specifically the Act and associated Ministerial Regulations. This includes a thorough review of the Pawnshop Act, B.E. 2505, with a focus on Section 4, and an examination of the Ministerial Regulations outlined in accordance
