จ บทคัดย่อภาษาอังกฤษ Abstract Thesis Title : Legal Measures to Regulate Unmanned Aerial Vehicles for the Benefit of Farmers Student's Name : Mister PAWIN PUKJEEN Advisory Committee : Dr. JUNTRATIP SUKHUM Degree and Program : Master of Laws in Laws Academic Year : 2023 This research study aimed to investigate legal problems with unmanned aerial vehicles (UAV) for agriculture in terms of UAV enrollment and unclear laws for utilizing the UAV for agriculture that are environment-friendly. It is qualitative research consisting of documentary research and in-depth interviews. The research findings revealed that applying the UAV or drone to agriculture has limitations in terms of weight and purposes that do not serve agricultural profits. The announcement of the Ministry of Transport on the principles of permission and controlling conditions for releasing unmanned aerial vehicles (B.E. 2558) does not clearly determine the types and purposes of agricultural applications; it is therefore a problem and an obstacle to using drones in agriculture. Although the drone controller has to make an enrollment, the enrollment extension and active duration are only two years, which is not likely sufficient and not consistent with international standards in many countries using drones for agriculture. As a result, the announcement should be adjusted and added by adding item 4, types and weight used for agricultural purposes, and item 15, extension of active duration as identified in item 14 to be three years but not more than five years as of issue date, and item 19, UAV control by the controllers having to pass UAV or drone controller training by the Ministry of Agriculture and Cooperatives about the use of chemical substances for safe and environment-
