 Not only been experienced by Indonesia, and by the smallest nations such as the Marshall Islands, Kiribati and Tuvalu, offshore marine resources rep-resent almost the sole opportunity for substantial economic development, 4 it’s even also felt by big countries such as France and Spain where they precisely learned from Philippines. 5 The world’s fisheries are perceived to be in crisis, leading to livelihood and nutritional insecurity in fisheries-dependent areas of developing countries. 6 The increasing intensity of fishing poses a variety of problems ranging from about seizure of Fisheries Resources (SDP) in a certain waters (Cod Wars in the Cod Wars in Iceland, the problem donut hole line in the north pacific ocean near Alaska or enactment which restrict water line Hague George Banks between the United States and Canada), to the practice of illegal fishing (flag of convenience problem, IUU Fishing and others. 7 However, problems arise not dampen the global fish production. Statistical data from the FAO states that the total global production of fish, crustaceans, molluscs and other aquatic animals continued to rise and reached 148.5 million tons in 2010.
