Indonesia has ratified the United Nations Convention on the Law of the Sea 1982 through Act no. 17 Year 1985 on Indonesia Ratification of the 1982 UNCLOS which is then implemented in The Act No. 6 Year 1996 on Indonesian Waters, and ratified the Agreement for the Implementation of the provision of the 1982 UNCLOS relating to the conservation and management of fish stradding Highly Migratory Fish Stock and Stock (UNIA 1995), and also adopted a Code of Conduct for Responsible Fisheries (CCRF). The Code was developed in 1995 by the Food and Agriculture Organization (FAO) of the United Nations includes a set of recommendations for reducing the negative impacts of fishing activities on marine ecosystems. The Code is widely believed to be an important tool for fisheries management and, although the Code is voluntary, all stakeholders concerned with the management and development of fisheries, and conservation of fishery resources, are actively encouraged to implement it. Previous analysis at global scale showed widespread low compliance with the Code of Conduct that may be partly due to a lack of empirical support for the overall ecological benefits of adhering to the Code. 12 By ratifying these international provisions Indonesia willing to foster and be bound to what has been outlined by the international rules, particularly CCRF related to sustainable fisheries management and sustainable. To support the rules and general principles CCRF Indonesian government has established a Regulation of the Minister of Marine Affairs and Fisheries No. 5 of 2008 on Business fisheries as a refinement of the Regulation of the Minister of Marine Affairs and Fisheries No. 17 of 2006 (PERMENKP No. 5 Year 2008). Bengkulu is a province with of 387.6 km ² coastal sea area. No wonder if Bengkulu people tend to choose fishing for a living. This trend is even increased due to the price of fish has increased as well. 13 Fishermen Bengkulu also varies from small to modern categories.
