235 คาสาคัญ: กฎหมาย, ควบคุมปริมาณ, พืชกัญชา Abstract The objectives of this research paper are to study the legal measures related to drugs in controlling the cultivation and the use of cannabis in Thailand in the past to the present, From the study on regulation regarding the amount control of cannabis cultivation and the production by folk physicians, it was found that there is only ministerial regulations issued under the Narcotic Drugs Act of 1979. In such regulation, it only states how to obtain permission from the state in order to obtain a certificate showing permission to produce, sell, import, export or possess narcotics of category V and the Narcotics Act (No. 7) B.E. 2562. The regulation came into force with enough clarification. Therefore, it is difficult for medical practitioners, folk physicians and public health personnel to apply such law. As Thailand is a member of the United Nations International Convention on Drugs and the ASEAN Community Therefore, it is imperative that studies be conducted in order to have legal measures to control the amount of cannabis cultivation and to produce medicines containing cannabis extracts of folk physicians in particular.
