260 สิทธิที่จะร่วมกับองค์กรปกครองส่วนท้องถิ่นหรือรัฐในการดาเนินการดังกล่าว นอกจากนี้ยังกาหนดให้ องค์กรปกครองส่วนท้องถิ่นมีหน้าที่และอานาจในการดูแลและจัดทาบริการสาธารณะเพื่อประโยชน์ของ ประชาชนในท้องถิ่นตามหลักการพัฒนาอย่างยั่งยืน องค์กรปกครองส่วนท้องถิ่นจึงถือเป็นหน่วยงานที่ สาคัญในการจัดทากิจกรรมสาธารณะและบริการสาธารณะแก่ประชาชนในท้องถิ่นนั้น ผลการศึกษาพบว่า ศักยภาพการท่องเที่ยวของย่านเมืองเก่าสงขลานั้นมีคุณค่าทางประวัติศาสตร์ และคงความเป็นเอกลักษณ์ของชุมชนเก่าแก่และวัฒนธรรมมายาวนาน การจัดทามาตรการทางกฎหมาย ขององค์กรปกครองส่วนท้องถิ่นเพื่อส่งเสริมการท่องเที่ยวในเขตย่านเมืองเก่าสงขลาโดยคานึงถึงการมีส่วน ร่วมของชุมชนในลักษณะการบูรณาการและสานประโยชน์ร่วมกัน ตลอดจนการใช้มาตรการบังคับทาง กฎหมาย จะช่วยให้เกิดการพัฒนาอย่างยั่งยืนทั้งด้านเศรษฐกิจ สังคม และสิ่งแวดล้อม คาสาคัญ: เมืองเก่าสงขลา, การท่องเที่ยว, องค์กรปกครองส่วนท้องถิ่น Abstract Songkhla Old Town is a city with local cultural identity, whether architectures, cultures, community traditions, cuisines as well as living of multiracial people which has posed the multicultural society. Songkhla province has set its vision to achieve the provincial development plan as the city with infrastructure readiness and transportation networks by land, water and air for becoming the center of trade, investment and tourism of the south. The Constitution of the Kingdom of Thailand, B.E.2560 provides that a person and community shall have the right to conserve, revive or promote their wisdom, arts, culture, tradition and good customs at local levels, including the right to collaborate with a local administrative organization or the State to carry out such act. Moreover, the Constitution also states that a local administrative organization has the duties and powers to manage and provide public services for the benefits of the people in the locality under the sustainable development principle. Therefore, the local administrative organization is a main agency on public service provision for local people.
