56 เกณฑ์มาตรฐานขั้นต่าด้านความเป็นเลิศของการบริหารจัดการวารสารวิชาการ แต่หลักเกณฑ์ดังกล่าว นี้ได้มีผลกระทบบางประการต่อการจัดทาวารสารกฎหมาย คาสาคัญ: วารสาร, ฐานข้อมูล TCI, กฎหมาย Abstract This academic article presents meaning and objectives of prepare legal journals which consists of disseminating academic knowledge in law, provide an academic platform for authors to create articles and presentations, response to the journal owner's academic service mission and generating income for journal owners due to the collection of page charges. There is already an issue related to the preparation of a legal journal, that is, powers and duties, budget, personnel involved in the preparation of legal journals and the process of publishing articles. Also, there are laws relating to the preparation of legal journals, such as the Printing Recordation Act B.E. 2550, Copyright Act B.E. 2537 and Notification of Civil Service Commission in Higher Education Institutions: Criteria and Methods for Considering the Appointment of a Person to Hold Assistant Professor, Associate Professor and Professor B.E. 2564. For the criteria of the Thai-Journal Citation Index Centre, although it is the least benchmark for excellence in academic journal management but this rule has some effect on the preparation of legal journals. Keywords: Periodical, TCI database, Law 1. ความนา วารสารกฎหมายเป็นแหล่งเผยแพร่ความรู้วิชาการด้านนิติศาสตร์หรือด้านอื่น ๆ ที่เกี่ยวข้อง นอกเหนือจากสื่อสิ่งพิมพ์อื่น ๆ ที่มีการเผยแพร่อยู่โดยทั่วไป โดยวารสารกฎหมายเป็นสื่อสิ่งพิมพ์ที่นัก กฎหมายหรือบุคคลในแวดวงนิติศาสตร์ต่างรู้จักเป็นอย่างดี ในอดีตวารสารกฎหมายในประเทศไทย อาจมีชื่อวารสารอยู่อย่างจากัดเนื่องจากมีเพียงบางองค์กรหรือหน่วยงานเท่านั้นที่มีการจัดทาและ เผยแพร่วารสารกฎหมายออกสู่สังคมให้นักอ่านได้แสวงหาความรู้จากบทความที่มีการตีพิมพ์ใน วารสาร นับจนถึงปัจจุบันที่มีองค์กรหรือหน่วยงานจานวนมากมายได้ดาเนินการจัดทาและเผยแพร่ วารสารกฎหมาย จนกระทั่งนักกฎหมายหรือบุคคลทั่วไปเริ่มมีความคุ้นชินต่อวารสารกฎหมาย เนื่องจากมีการตีพิมพ์เผยวารสารกฎหมายอย่างหลากหลาย
