Data collection is based on quantitative research method by study of Department of Corrections’ documents towards factors of organizational characteristics and data about budget for prisoners controlling and rehabilitation Including relevant documents. This leads to data analysis by descriptive statistics, i.e. frequency percentage and multiple regression analysis. The research were found that most prisons with 1-10 rai having area economic loss of government valued lower than 100 million baht. There are only 2 Central prisons located at Districts 7 and 10, with 2,001 – 3,000 inmates and more than 4,001 inmates. Having economic loss value mare than 301 million bath. Besides, it was found that number of inmates had impact on economic loss of government due to imprisonment more than area size. Policy recommendations suggestions are follows: 1) Department of Corrections must set the guideline to reduce numbers of inmates within prison. 2) Department of Corrections should not increase control area size of inmates by building new prison. 3) The Department of Corrections should be study strategy to allow private sector managing certain missions which helps government sector saving budget. And 4) Government, by the Ministry of Justice, must improve criminal law to be in accordance with circumstances by implementing measure of reducing imprisonment period.
