Abstract
The objective of this research is to study the effects of personnel factors to knowledge learning and
sharing in Thai public sector. The research populations were officers and employees in governmental
organizations under the Ministry of Science and Technology that have been continuously implementing
Knowledge Management (KM). The findings of the study reveal the following: Gender, Age, Marital status are
not significantly relate to personal behaviors in knowledge learning and sharing level while education level, KM
training and being member of KM committees show positive result. The factors indicating expectations of the
population groups on knowledge learning and sharing are that it will increase their work capability (3.85), bring
benefit to organization or communities (3.84) and help them to success in their work (3.78). The factors
influencing the population groups to join or ignore the knowledge learning and sharing are: interested topic shared
(3.78), benefits obtained from the knowledge learning and sharing (3.77) and time availability (3.51). In summary,
the personnel factors on knowledge learning and sharing in Thai public sector could be categorized into 4 major
groups: 1) the factors related to knowledge itself, 2) the factors related to benefit expected from knowledge
learning and sharing, 3) the factors related to work responsibility and commitment, and 4) the factors related to
social relationship.
