Abstract
People participation in the protection of illegality fuel in the fishing boats in Muang district, Songkhla
province was presented. The objectives are to investigation the solecism characteristics of the illegality fuel and to
find the approaches of people participation for protection of illegality fuel in the fishing boats in Muang district,
Songkhla province. The qualitative research methodologies were used by the focus group discussion of 14
representatives from the Songkhla fishing groups, the marine polices and other government units that protects on
criminals on fuel.
From the content analysis, it was found that the illegality fuel category in this area concern with venders
and buyers. There were 3 categories including with to smuggle of Green Fuel within the unauthorized zone
(Waters within the zone) The format was done by using a small tankers or Soi-ships oil transportation services
direct to the buyers. The sale attracted buyers with different strategies, not only to deal the cheaper fuel but also
can be pay by installments. Secondly category was the unauthorized trading of fuel from neighboring countries
without pay taxes. Involving to the notifications exporting fuel was conducted that inexpert but notice to tax
return. And thirdly category was made by the venders to adding some hydrocarbon or solvent in the fuel. The most
of illegality fuel occurred in Songkhla province area because the longer distance of 87 nautical miles which is the
maximum distance compared with other provincial waters (12 nautical miles).
The results of brainstorms from the focus group has proposed guidelines for public participation in
protecting the rule about fuel in the fishing boats, Muang district, Songkhla province in 2 approaches. Firstly, the
delegation should be creating the awareness in the fishermen including public relations about the loss of
government revenue. The fishermen group should be setting for communication as well as the government agency
responsible for duties honorably and strictly enforcing laws. And lastly collaborative approaches by government to
find really cheap fuel that can be sale in Waters within the zone.
