Abstract
Budget allocation for health should hold to principles of equality on the basis of efficiency. As with all
hospitals that have received the budget allocation, they must manage those budgets efficiently and usefully. It is
essential that government and hospitals must understand and can apply the implement or the efficiency indicator to
bring as a guide in management. The objective of this study is to study technical efficiency , efficiency of
production scale and to study the source of efficiency of hospitals that are under the Office of the Permanent
Secretary of Ministry of Public Health (MOPH) by bringing the variable of input (budget) and productivity
(services of hospitals) in 2008 for analysis by using Data Envelopment Analysis : DEA, a Linear mathematics
which is used to evaluate efficiency of some organization.
The result of study about efficiency value showed that general hospitals have the Overall Efficiency
(CRS) with the average of 77.2%, Technical Efficiency (VRS) with the average of 85.9% and Return to Scale
(Scale Efficiency) with the average of 87.8% - From the study of the source of efficiency. When the quality of 7
services were assessed, the average point was ordered from the maximum to the minimum respectively as
following: the quality of patient care (3.459), the quality of standard treatment and professional ethics (3.448), the
specialized services and the other assessment (3.417), the resource management (3.395), the commitment to
quality (3.338) patients' rights and Organizational Ethics (3.328) and the development and quality assurance
(3.000).
