Abstract
The purpose of research were to investigate and identify the influence of dispositions or attitudes of
implementators who are in public and private sector in the policy implementation process. By using the
conception of framework of Van Meter and Van Horn’s policy implementation theory and choose the Skill
Development Promotion Policy for labor to be case study. The scope of study was the participation between the
Entrepreneur and Department of Skill Development in policy implementation process. The results of the study
were analyzed and develop to be model of policy implementation. In the research, sample groups were the high –
level bureaucracy of Department of Skill Development and the entrepreneur of industry, commerce and service
business in Bangkok area. Data collection was made by using the in- depth interview and questionnaire which
was analyzed by using analysis induction, mean, standard deviation and correlation coefficient analysis. The
findings were 1) The Enforcement was the factor having most influences in policy implementation process
2) The factor having positive relation to dispositions or attitudes of implementators were enforcement ,
organization characteristics that implement policy , communication and resources of policy respectively and
then affect performance later. 3) The factor having positive relation to performance were enforcement,
dispositions or attitudes of implementators, resources of policy, organization characteristics that implement policy
and communication respectively. So, this research can verify and compliance Van Meter and Van Horn’s the
policy implementation theory that the dispositions or attitudes of implementators is very important factor and
the enforcement factor is most influence to performance in policy implementation process in case of the Skill
Development Promotion Policy for labor in Thailand.
