if it is cast within a comparative context, the obvious means being cross border comparisons.
Step 3:
Simultaneous commencement of ‘best-bet’ research:
While the detailed survey of the region
is conducted, certain subjects can be selected from existing knowledge of their potential value.
Such examples have been mentioned as, rubber production and processing, food processing,

amenable to research-based masters degrees.
Step 4:
Participatory Social Science Research:
Once social competence is developed, and with it the
essential humility that is critical to working with communities, the well-established participatory
-research methodologies may be used by graduate students to elicit villager needs and from
these to select issues that are amenable to applied research.
Step 5:
Design research programs in conjunction with the graduate student:
If more knowledge is
required than can be generated from local expertise, linkages can be formed with appropriate
researchers elsewhere, beginning with the region, then elsewhere in Thailand and Malaysia, then
globally. If basic research is found to be necessary – which is not the usual case – this is most likely
to require a mainstream research institution. TRF defines basic research as ‘research that searches for
new knowledge, new theories, new concepts, or new technologies’ without focusing on the practical
use of the results, but leading to publications in international journals.

the applied research referred to in this paper is also expected to produce international publications.
Step 6:
Ensure that all internal resources and incentives are in place for research conduct:
This refers
to both staff and graduate students, and includes such matters as library and internet journal access,
funding for conferences and specialist assistance in such areas as cultural awareness and statistics
at both design and analysis phases of research. University management also has a role in
encouraging research-based graduate degrees and promoting these as higher status
qualifications than course-work degrees.
