The research instruments consisted of two interview forms: (1) a 35-item interview form
for administrators, and (2) a 38-item interview form for operators.
The research findings were as follows.
1. The existing conditions and problems of the operation of the information system for
personnel development were these. 1) Regarding the collection of data for education, training, and
academic work as recorded by HRD 2006 program, the problems were the lack of knowledge and
understanding of information system on the part of those responsible for personnel development,
absence of coordination between administrators and operators, and an inadequate number of computers.
2) Three types of data storage: copying, notebook, and in-computer storage were used as follows:
in-computer storage for training data, in-computer and notebook storage for data on education, and
notebook storage for data on academic work, secured by the use of a 13-digit code, the problem being
unsystematic data storage. 3)The data compilation for the three tasks was carried out by computer as well
as manually, the problem being the lack of skill in and knowledge of data compilation and analysis on the
part of those responsible for personnel development. 4) The data presentation and utilization for
education, training, and academic work appeared in annual reports, brochures, and collections put out by
District Public Health Offices, the problem being the lack of knowledge and understanding as well as skill
regarding data presentation through modern technology on the part of those responsible for
personnel development.
2. The needs for the operation of the information system for personnel development were
as follows. 1) For data collection, data-recording forms should adhere to the same standard, with
a system of data network to be organized so as to link various offices and to check data at every stage
by means of modern technology. 2) In-computer data storage should be effected, with an access code.
3) For data compilation, a computer of quality should be used with the capacity of data compilation
by HRD 2006 program for complete data compilation and analysis as needed, plus the fact that
the persons responsible for personnel development should be educated on data compilation. 4)
Regarding data presentation and utilization, data should be presented via a computer program, with
documents made to accompany the presentation, and those responsible for personnel development
should themselves be developed in further knowledge of techniques of data/information presentation
