D. The Selecting of The High Efficiency of the Lamp
This project selected the lamp that give the bat-wing
profile, and had a high efficiency of reflected that give
99% of reflectance. By using this technique, the
electricity demand on the lighting will be 6-8 w/m
2
E. The Applying of Task and Ambient Light
This project was designed the ambient around 400 lux
which integrated with day-lighting. The task light was
designed specific to the demand, ex. at the table was
increase about 100 lux. It made the user can control the
artificial lighting easily.

HE REDUCING OF THE CO
2
EMISSION
This project can produce the electricity on-site from
the combine cooling and power concept and the using of
the solar power. Other that, this project was using the
zero discharge concepts to recycle and reused all of used
water.
A. The Combine Cooling and Power: CCP
The CCP was producing the electricity from natural
gas (NGV) by using the gas turbine generator about 9.4
MW, and produce the chilled water from the heat from
the electricity generation by using the absorption chiller
about 6,000 refrigerant ton. Other that, this project has
the standby electric chiller for using when turn off the
CCP system.
B. The Using of the Solar Power
This project prepare the place for install the solar
power equipment the application used from the solar
power such as the photovoltaic to produce the electricity,
the solar collector to produce the hot water, and the solar
air condition for using in the atrium. The designer
prepared the place on the roof of the main atrium which is

25 degree.
C. The Using of the Pond
This project was used the pond like the cooling tower.
The pond that was around the building has the surface
area about 25,000 m
2
. When the water in the pond was
evaporated, it will cooler. The designed was put the hot
water from the air condition system, which was 30-32
o
C,
into the pond. When the water was flow and evaporated
in day time, the water temperature will reduce to 24-
27
o
C. The system will used this water to reduce the heat
from the air condition system again.

D. The Water Recycle and Reused
The used water in this project was about 130m
3
/day.
All of the used water will be treated at the waste water
treatment plant, then fill into the pond. All of the storm
water will fill into the pond directly. The water in the
pond will used for fill in the cooling tower, irrigation,
washing the road, and preserving for the fire protection.
This project can used all treated water under the zero-
discharge concept.
E. Garbage Management
For the efficiency of the garbage management, the
designer was designed the garbage management center
in this project. All of the garbage in this project will be
collected, selected, divided and sale at this place. This
project divides the garbage to wet garbage, recycling
garbage, hazardous garbage, and other garbage.

The Government Complex was one building that
gives a high quality of life and security in Thailand by
controlled the external and internal environment,
thermal comfort, lighting comfort, acoustical comfort,
visual comfort, indoor air quality, safety and security.
A. Stability of the Electricity
This project had the high of stability in the electricity
used. The designed had 2 feeders from MEA. And this
project can produce the electricity from CCP system
about 94 MW or 28% of electricity demand. In the worst
case, all part of the building has the diesel generators that
can produce about 10% of electricity demand.
B. The Entrance Control
The main building in this project was the office of the
important government of Thailand. The designed provide
4 main entrances in 1

and 2
nd
floor, at the entrance had
the scan and x-ray machine, and security base. This made
the control of people easily and efficiently.
C. The Fresh Air Management
All fresh air in the building comes from the roof that
was the 40 m above from the ground. This air was not
contaminated by the pollution from the traffic. Especially,
on the roof had the roof garden that generated the oxygen
