Abstract
This study aimed to investigate the conflict phenomena, the causes of conflict, the conflict management selection,
the practice and negotiation of conflicts, and to examine the local conflict prevention. The questionnaires were employed with
the sample group of 400 local leaders and the interviews were used with 5 administrators: 1 local administration director, 1
school director, 1 occupational group leader, 1 local philosopher and 1 juvenile group leader. The results from questionnaires
indicated that the local conflict phenomena were overall at moderate level and the causes of conflict were also at average
level. The conflict phenomena was found in 1 issue which are the conflict resulted from the state’s policies; the lack of
infrastructure development should people deserve. The interest conflict was the most found among the causes. In terms of
conflict management selection, it was reported that there were 5 strategies to deal with: confrontation, compromise,
negotiation, avoidance, and force. The results indicated that the local leaders employed all of these strategies to handle with
the conflicts. However, confrontation was reported the most used strategy. The local leaders reported that they used the
practice and negotiation of conflict at high level, especially at the 2
nd
step: finding contents and the genuine needs of both
parties. Moreover, the 1

step (the explanation of the conflicts solution guideline), the 3
rd
step (the conflicts solution) and the

step (the agreement of conflicts) were overall used at moderate level. The results from interviews indicated that the
government should promote the use of tradition and culture to prevent and solve the conflicts. In addition, the local leaders,
both formal and informal ones, should cooperate in solving the conflicts. Besides, the government sectors should express their
sincerity in solving people’s problems .They should concentrate on the benefits of the people as the priority. There should be
the independent entities that take part in solving people’s conflicts, curing and providing chances for the wrongdoers to access
to the social welfare. Furthermore, the government should promote the sufficiency theory, and the families and education
sectors should train and teach the youngsters to behave well. Finally, the mass media should present only facts which are
beneficial for all parties.
