Abstract
The objective of this qualitative study was to analyze the community rights situation of people living in
Klong Nathap Community, Nathap Sub-district, Chana District, Songkhla Province. Interviews and focus group
discussions were conducted with community leaders and groups of villagers from all 14 villages. The results of
the study could be summarized as follows: Firstly, the community rights of Khlong Nathap Community could be
divided into three subcategories: (1) awareness and understanding of community resources and community rights;
the villagers were well-aware that Khlong Nathap was important natural resources that had long been passed down
to them and everyone in the community had the right to use it; (2) the right to use the canal together; it was found
that people in the community could use the canal together without serious conflicts and violence because they held
on to the traditional way of sharing, their personal relations and family relationship; and (3) problems about
community rights; it was found that wastewater affected native fishermen due to the decrease and extinction of
some water animals in Nathap Canal, and for fishermen raising fish in baskets, they faced with the problem in
which a large amount of fish died due to wastewater. Secondly, regarding the rights for natural resource
conservation, it was found that the community power in conserving natural resources and their strength in
consolidating Khlong Nathap conservation groups weakened due to their hopelessness in how to solve the
problems resulted from (1) unclear solutions for the problem, and (2) a lack of determined and strong leaders.
Lastly, regarding the rights situations of Khlong Nathap Community, it was found that there were demands from
the community through demonstrations against the projects that came into the community and those projects that
were likely to affect the way of life of people in the community. However, the length of demonstrations was not
as long as those in other communities.
