Abstract
The research project entitled “Good Governance in Election Administration of Provincial Election
Committee: the Case Study of Mahasarakam” is 1 of 12 cases that the Social Research Institute,
Chulalongkorn University has studied. The research objective was to study the election administration
of the Mahasarakam Provincial Election Commitee as a principal mechanism in the general election
held on December, 2007 with the governance concept. The research gathered qualitative data by
interviewing the stakeholders and observation at the polling station, the research finding are followed.
Firstly, the research found that in general election in December 2007, Mahasarakam Provincial
Election Committee was compatible with the governance concept in term of transparency and
efficiency principally.However, the stakeholders still questioned about the independency and
neutrality of Mahasarakam Provincial Election Commission that resulted from the lack of
transparency in the recruitment of the provincial election committee and the domination from
the officer of the Ministry of Interior in the election process.
Secondly, in term of public participation, the research found that Mahasarakam Provincial
Election Committee perceived public participation only in legal term. Such understanding had reduced
public participation to the public communication. Then, the concept of public participation in governance
whichaimedincheckandbalancethegovernment’srolebyothersectorsintheelectionprocesscouldnotoccur.
Finally, in term of accountability in election management, it’s noticed that the problems in election
process had not resolved and there’re no willing to responsible fromMahasarakam Provincial Committee.
