Abstract
The purposes of this study were to construct and develop the systems and mechanisms for the development
of graduate students of Songkhla Rajabhat University in order to comply with the Thailand Qualifications Framework
(TQF). The R to R method (Routine to Research) was used by reviewing 30 relevant literature, laws and by-laws
relating to Thailand higher education and collecting data from 8 groups of 139 people who have been involved in
and/or responsible for the administration and operation of the Graduate School of Songkhla Rajabhat University; they
were 1) the former directors of the Graduate School, 2) graduate students, 3) curriculum committees, 4) lecturers of all
programs, 5) thesis advisors, 6) invited lecturers 7) experts 8) the administrators of the Graduate School and program
chairpersons. The study took 9 months from December 18th to September 16th 2011. Seven approaches of the system
development life cycle (SDLC) were used in this study; 1) problem identification 2) system requirements study 3)
feasibility study 4) system analysis 5) system design 6) system construction and 7) system development. The research
instruments were 1) related literature and provisions of law collecting form 2) former directors interview form 3)
graduate students interview form 4) questions and student focus group form 5) operational approach and strategy form
and 6) worksheet and record of a critical view on system form, 7) system and mechanism for the development of
graduate students to comply with the TQF form. The collected data were analyzed by using the content analysis
technique. The research results were as follows: 1) some problems existed in the development of graduate students 2)
there was a need for quality development 3) it was feasible to design and develop systems and 4) Eight systems were
needed to develop graduate students of Songkhla Rajabhat University to comply with the TQF. They were as follows:
curriculum development system, instruction system, research system to facilitate the discovery and application of new
knowledge, administration system, system for the construction and development of knowledge-based society,
academic service system, quality assurance system and arts and culture drive system
